Text message notifications not appearing in notification bar after restart

I've noticed my text message notifications don't appear anymore in the notification bar after restarting the phone.

Is this normal?

We understand the importance of getting your notifications for your text messages. What's the make/model to the device you're referring to? Also, how long have you been dealing with this issue? JoelD_VZW

It's a Galaxy S9, and I've only noticed it for the past couple of weeks, though it could have been going on for longer.

To clarify, I do still get text notifications, it's just that the text notifications in my notification panel are no longer in the panel once I restart.

Thank you for your reply, jpmhoops. Please verify when your device received it's last operating system update. Accordingly, if an update is available , plese down load it as there might be a patch in it to remedy this issue.
