premium text message charges

For the last three months I have had a $9.99 charge for something called premium text messaging. It was on my son's phone and he is sure he did not sign up for this and certainly never used it. When I called Verizon I found out third parties are allowed to use verizon to bill. How much of a kickback does Verizon get for this? Will they really credit by account for two months charges, and if so why can't they credit for all charges? My son took the phone into a store where someone helped him stop the service (we think). Anyone else had problems like this? Anyone ever try complaining to a consumer advocate or the public utilities commission? This is clearly a scam.

Premium SMS charges are a tricky thing. They are all legally held to a "double opt-in" process. Also, they are limited by Big Red at $9.99/mo. Some companies are limited at $19.99 or $29.99 a month! In the long run, there are plenty of legitimitely useful PSMS services that many, many people love. However, there are some that could easily be placed in the "scam" category. The unfortunate part as they somehow do it 100% legally!
