Did a factory reset and all the apps needed to use phone are gone.

I did a factory reset to go back to 8.1 from windows 10 mobile. When I reset the phone there are only 3 apps on the home screen. Cortana, Skype, and file explorer. No phone app, messaging app, no browser, windows store, email, nothing except for some basics in all apps. don't even have the settings app to try and update. Help

I have tried and when I plug the phone in and click on my device it just says reading device information. I've let it sit for 4 hours and it never finishes

I think your phone is on it's way out. When using the Windows Device Recovery Tool it shouldn't take more than 5 minutes to detect your phone and provide you with the ROM to reinstall.

hasn't anybody ever run across this before. It was working fine before. The only reason I reset the phone was because I was stuck on an old windows 10 build and it wouldn't update to the latest build. I was about 3 builds behind

I had an issue with my 928 and took it to a Microsoft Store. They worked on it for almost two hours, but in the end they were able to restore it to full working condition.
