I'm having trouble getting a POP3 Email Account Setup

I'm trying to setup an AT&T POP3 email account on a Lumia Icon Windows Phone. I'm familiar with setting up POP3 accounts in Outlook and I have followed the directions from Microsoft to manually setup the email account on a Windows Phone. I just can't get it to work-Send or Receive Email. Any help would be appreciated. Thank You.

I installed Windows 10 on my Desktop this morning along with the Microsoft Phone Companion. That did the trick, I was able to easily add my email account to my phone.
