Phone broke trying to activate new Convoy 4

My Grandmas old phone broke and she almost 90 years old and cant use a new smart phone. We bought a new Convoy 4 but I am not sure if this can be activated on the network now? When I cann to activate it says it can't be activated and to call another number. Am I doing something wrong? Or do we need to get a different phone?

Thanks for the fast reply! The meid number is [redacted] I purchased it from eBay brand new. From what I read I thought because she has a existing line it would work?
