is verizon tethering speeds, is windows 8.1 slowing my phone down, or is it both of these?

since upgrading to windows 8.1 on my nokia, speeds have been super SLOOOOOOOW

also, battery has been draining in half the time as before

and yahoo email will not sync

are these problems related to windows 8.1 bugs,

verizon TETHERING speeds,

or verizon tethering speeds because of all of the windows 8.1 bugs?

Tethering, Technology: to use an electronic device to enable a wireless Internet connection on another device.

Do you mean throttle? Throttling would only apply to network speeds.

No, they don't Rumor was an "optimization" of the top 5% of users, but you have to be straight up hardcore to get to the top 5%, and even then they could easily terminate service as that is exceptional abuse of the network.
