We have friends outside the country and we were wondering if it cost extra to text them?

Modern Verizon plans allow you to text from the US to people in other countries be it a US number or not. The person receiving on the other hand should make sure they are provisioned since the text will be going through another cell network.
Whether or not it would cost you extra to text them would depend on which plan you have. Some of the older Verizon plans do not have international texting included. At least some current Verizon plan do have international texting included. You don't mention which plan you have, so it would be hard to answer your question.
