Poor Service in Zip Code 77429

When outside my home, service is terrible.  You can walk/drive for about a 1 mile radius and never get more than 1 4G LTE bar.  Usually, it is in 3G.  Is this normal for this area or is this from damage from Hurricane Harvey?  What can be done to make it better?
