Family Base vs. Our Pact

I currently use Our Pact on my daughter's iPad and iPod touch. Neither of which have cell service.

Today we activated an iPhone 5c for our daughter for Christmas. I was thinking of using Verizon family base on the iPhone, iPad and iPod. Is this possible even tho the iPad and iPod don't use cell service, just wi-fi service.

The iPad and iPod tough would need a phone number associated with them. Begin they are wi-fi it's not going to work. why would you need it for them anyway. Mainly it's an app to control data usage. Though I do realize it has other features. And if you're using wi-fi you're on those 2 you're not using mobile data.
