Ellipsis 8 w/out a SIM CARD

Our son was given an Elipsis 8 (wiped and factory reset) without a SIM CARD.

We were under the impression that this tablet can be used without a SIM CARD over WIFI.

It connects to WIFI, but will not do anything. Just tells me to "turn on WIFI or DATA".

How do we fix this?

We can also try troubleshooting your tablet. Have you tried resetting your network settings?
