So I recently went through a similar problem. Luckily I had two verizon iPhones one personal and one for work to compare. I would make calls and it would say call failed. But if I did a hard or soft reset or put it into airplane mode and turn it on again, when I make a call I received an all circuits are busy sound. All the techs blamed the towers but then I tested my work phone. My work phone worked like magic. So I called back to let the tech know they were wrong and it's not a cell tower problem and how I know that. So this new tech went over the same steps the previous 2-3 techs did with me. This one found the problem but unfortunately it meant they couldn't fix it. heres the last resort test. If you know someone who has an iphone that's working, as long as they aren't wearing anything on their wrist, they will need to shake their iPhone next to their ear or yours... you'll notice since theirs is working it's completely silent. Now shake yours if you hear even a little clink or noise. The sodder that kept your antenna intact is now broken. but if it makes no noise like your friend's iPhone you have an entirely different problem. If it is indeed broken, then you'll need to replace it with Verizon or get it fixed via Apple.
