Either you didn't actually qualify for the promotion or the promotional bill credits haven't started yet.
Keep in mind, even once the bill credits kick in, the monthly phone payment will remain at $10/month. The $5/month bill credit will be on your bill, too, giving you a "net" monthly phone payment of $5/month even though your bill still shows a $10/month phone payment.

What make & model phone did your wife upgrade to, and what was the date of the upgrade? Was the price of the phone reduced as a result of a promotional credit? Exactly I got a LG G6 for my son at half price in November. It still shows at $28 a month but then $14 gets knocked off. You'd think people would know how promotions worked by now
