PIN on Refill Card

So the refill card now use a new type of material, and it's a sticky paper attached to the card, it's really not able to be scratched to see the PIN, but have to be torn off. When I used the refill card today, the PIN  was torn off because of the new material they used. What should I do to refill and not waste my money?
