How to report spam voicemail?

I received a voicemail today that was sent from within the Verizon voicemail system. It was not a call to my phone that went to voicemail when I didn't answer (there's no call record on my phone of the call), but instead a message that the sender sent by using Verizon's voicemail feature that allows you directly to send a message to another phone number on the Verizon voicemail system.

To whom and how do I report this problem?

I called *611 and learned that there is a free blocking service that Verizon offers to stop voicemail spam. So, of course, I asked to have spam blocked. Verizon doesn't seem to advertise this service.

It seemed to me that from the very nature of the type of voicemail system Verizon has that spam was possible. Now, it's happening to us and Verizon, seemingly to make a quick easy buck, allows it unless you actively block it with their voicemail spam blocking service.
