I have two iPhone 6 on my plan, am currently in Europe, one has 3G, the other doesn't. Why not?

I have two iphones (6) on the same plan. I'm in Europe now. One gets 3G, the other doesn't. Why not?

Is the data roaming setting turned on in both phones?

Yes, all things are the same on both phones!
