I cannot text or call 2 contacts on my new iphone xr, Why not?

I got a new Iphone XR on January 5, 2019. I was able to text the two people for 3 days. I have not been able to text or contact them since January 7. I have contacted your tech department 3 times regarding this issue.The techs have had me reset my network settings and sync some other information but all that did not work. It has been a pain not able to resolve this problem. Please help me with this issue!!

Have you changed any other settings on your device since this began? Also, what happens when you try to message or call these to contacts?
