Sparatically not receiving calls

I switched from att to Verizon and I am unable to receive calls sparatically. I have been on with technical support multiple time without a permanent fix. When someone calls it will go straight to voicemail, then the person will message me and I am able to call them right back. If I restart the phone the issue corrects itself for a bit. I have factory reset the device, im not in airplane mode or do not disturb. I have even bought a brand new phone and this keeps happening. It is really frustrating that this can not be fixed and not knowing if I am missing any important calls. Anyone experience this?

Do you know of any other Verizon customers experiencing this issue? Is the trouble only happening when specific phone numbers try to call you?
