iPhone XS LTE with 3+ bars, but poor/no real connection

I recently upgraded my IPhone 6 to an Xs.

now, in areas I had a slow, but decent data connection I show more bars and LTE service, but I can’t even pull up a simple Webpage or use an App that requires data.

It seems to change daily. Some days I have a decent connection, some days I can drive from one side of town to another and at no time receive a data connection.

troubleshooting attempted:

I have put the phone into airplane mode and then turned the airplane mode off to reset tower connection, that doesn’t seem to have an effect.

I have restarted the one and closed all applications. That did not seem to have an effect.

Of note:

my son has an IPhone SE and will have a data connection when I don’t. My wife still has an IPhone 6 and will also have data when I do not. Ironically, I will typically show one or two more bars than they do.
