Does Verizon offer the ability (for a monthly fee) to assign a static IPv4 address to an iPhone?
Verizon wireless offers a variety of Internet Protocol (IP) Address types depending on the service and/or device customers utilize. However, IPV4 addresses are not reserved to a specific device.
