Unlocked Phone and Hotspot

I want to buy the Sony Xperia 1 ii, but have read that it's unlocked only. If I bought this phone and used it with my VZW SIM, would I be able to use it for mobile hotspots/USB tethering for my PC or can only a VZW branded phone use this feature?
