Iphone 11 - Texting Issues

I cannot text android devices (green text bubbles) on my iphone 11. I have done all of the common troubleshooting, IOS is current, SMS is enabled, toggled Airplane mode, reset network settings. Tried texting a brand new number/text thread.

Please help!

I have contacted tech support and their answer was that they can't do anything beyond what the chat bot already recommended and that I have to get a 3rd party app and use it to send and receive techs with Android users. No thanks for any more wasting my time with tech support.
