FTP using FIOS

Any solid posts on setting up an FTP protocal? It seems I have done most or all of the steps but for some reason I cannot connect. I went and set up the ftp protocal. The only thing I am not sure of is the "Specify public IP" and Specify network IP". I have tried many combinations with no luck. My FIOS has a dynamic ip address so I am using no-ip.org. I tried shutting off all the firewalls just in case. Still nada. The router is a westell A90-9100. Thoughts?

Should look like this.

No other changes needed other than the port forwarding rule. I have the server listening on port 8221 with passive mode using the extra ports, set your pf rule according to how you set up the server rules.

Be aware that according to your TOS you're not meant to run servers.

I did get it to work. It was my NAT/Firewall. I need to make an exception in there. I was helped by a great program by Bulletproof ftp.
