I can't help you find the problem and fix it, but I can tell you that I have been maintaining a website using the FiOS service for 4 years now and have not experienced the problem you describe.
What I do have to do consistently though, once I have updated the page(s) on the website, is to access a page higher in the hierarcy first, then access the page(s) I modified, and now I do see the updated pages. I have always attributed this to local cacheing in my PC, but maybe I am wrong and it is a Verizon cache somewhere, but whatever the reason just accessing a higher level page always gets me the updated page the next time I access it. FWIW....

its not a server problem i believe.
that is a computer problem, you clear your cache on your own computer..
in internet exploder its in internet options and its called " internet temporary files "
in firefox its in privacy settings and its called " clear cache "
also, if all u are doing is clicking foward and back, you arent reloading anything.... try just hitting F5 (refresh) when u are on the old page after you update it via FTP and see if that updates it.
