The ETF has nothing to do at all with your new address it is solely based that you entered into a contract at your current address and broke that contract by moving. It says that in the terms of service when you first signed up and created your account.
They MAY wave it if you ask, esp. if you have been a customer awhile, but they are under no obligation to do so.
