Verizon Pre-Paid Visa Debit Card - Cash Back

Does anyone know if you can use cash back features for the Verizon Pre-Paid Debit Card like you can with a true bank debit card? For example can I purchase an item for $10 and request $90 cash back for a total of $100 withdrawn from the card.
