No. You have to choose from available packages. The only way to get a specific channel is to subscribe to a package that includes it.
walt178's answer is correct 99.999% of the time. The only possibility would be if the channel you are looking to add is part of an add-on/upgrade package that costs less than the price of just keeping your current channel package. So the questions are:

It appears that the OP is interested in adding a single channel rather than keeping that same channel while downgrading. Perhaps this affects your response.
Even so, I've been trying to conjure up that 0.001% possibility, but so far no luck. Is it possible to provide a hypothetical example (perhaps based on your own zip) that allows the addition of a single channel while downgrading a package, yet still provides economic relief? Thanks.

Not sure which ones still exist as seperate packages. But, for example, Epix was once available both seperately or in the Ultimate package.

Good catch and thanks for the info. However my listings (Ultimate VHO 8 Philadelphia) show both EPIX and EPIX-2, so this doesn't meet the OP request for a single channel. Still searching for that mysterious 0.001 percent.

I'm glad that you are having fun taking everything super-literally. While it is certainly possible that the OP wants to add rather than keep a channel, it is unlikely. Why ask to add something you don't currently have at the same time you are asking to downgrade? You can certainly downgrade anytime you want without adding anything.
However since you asked, if this is the case, there are at least 14 channels that are offered separately that may or may not be a part of the OP's current package including FoxSoccerPlus, ESPN 3D, and about a dozen International channels. These channels start at $4.99 and go up, meaning that if one of these channels is the one you were interested in adding, you can downgrade from Ultimate to Select and save up to $40 per month. (That's $40.01 plus or minus taxes and fees for you super-literal types.)
There are also other add-on packages which might include the channel that the OP is looking for while saving him/her money. Besides the example provided by TNS_2, I was thinking of the channel BeIN Sport. If this was the channel that the OP wanted to add/keep, he could downgrade his package, add the Sports Pass, and end up paying up to $35 less per month. How 'bout them apples?

But of course this still means that my math is incorrect. I've just listed 14 channels that can be added separately. For my math to be correct, Verizon would have to offer 1,400,000 channels. So I guess you've got me there.
The truth is, walt178 is most likely correct. And I'll be more than happy if he gets the solve. I'll even give him a kudos for his effort. I just wanted to let the OP and others know that there are a few exceptions to the rule of not being able to keep channels when you want to downgrade your channel package.

It seems you've taken my comments as offensive. That's unfortunate and certainly unintended.
I'm not at all sure why we seem to disagree on the wishes of the OP. I always assume the user wants what the user asks for, and in this instance he specifically mentioned "add one channel" in the title and the body of his post.
As for "solves" and "kudos," I don't understand how they enter into the discussion but I'll listen if you want to share your views.
