Credit cards mainly use the origin or residence of the user. Although credit cards can be used in other countries around the globe, it is really up to that company if they wish to accept it or not.
Why would you be paying with a foreign credit card for a US Based service? You could try calling them via the contact us at thee bottom of any page, or just have a family member pay for the service in the USA>
