Why is the HD Food Network channel locked by parental control but the SD channel is not?
Parental controls are based on the content rating. Check the ratings and your content lock settings.

It is the exact same show on both channels. All shows on the HD channel are locked. Very few on the SD channel are.
Is the rating the same?
Yes, the rating is the same on both the SD and HD channels - TV-G. My parental controls are set to block anything above TV-14 so neither should be blocking TV-G.
