Why can't I upgrade to Quantum?

I'm looking to increase the number of shows I can DVR at once. Called support but told I couldn't upgrade to the new Quantum but they didn't know why. What are the requirements to upgrade? Why can't I upgrade? The two show limit is getting old.

The only reason I could think of that you are not Quantum eligible is if you are serviced on a VDSL ONT.
