They use to have at certain locations. But that was many years ago.

Verizon once had one of the largest such networks. Then abandoned or sold them and for a while offered free Boingo. I am not sure if they still offer Boingo (now being Frontier).
Most have abandoned their select wifi spots. Instead favoring stealing some ot their customers wifi capability to make the home/bussiness routers act as wi-fi "hot" spots.
Customers then lose speed and pay for the power to let the ISP run "hot" spots.
