Not getting 1 Gig as expected

Have a 1 Gig connection but only getting 400-500 directly wired to Laptop which supports 1Gig.

Service guys came but did nothing. Instead said am not sure why it is happening.

There is no point in me paying high amounts and coz of this low speed, am not up to mark with my work activities.

Please suggest if they are ready to refund all these months service.
