Unable to install VISS on Windows 8.1

I have been trying to install VISS on my Windows 8.1 PC. Windows is up to date, all updates and service packs are installed. The install appears to be complete, and then I get an error message that indicates the install cannot be completed and to try again later, Code:24. All Windows internet protections have been turned off (firewall, etc.). I have been unable to find any information on any forums or wildcard searches to find a solution.

8.1 Don't want to go to Windows 10? Definitely should work on 8.1 so details would help. Some had trouble in Windows 10, although hopefull that has been worked out.

If this is a pre-built computer, there is likely a chance of the install failing due to some data left over from some pre-installed software (usually McAfee).

Otherwise, yes. Windows 10 upgrade too if you can do it.
