linking up Ultraviolet account - Verizon's directions are a dead end

Tried following Verizon's directions to link up my Ultraviolet and FiOS accounts.

Says to go to the My Services page and In the UltraViolet™ Library section, link or unlink your UltraViolet™ Library. Click on "Link UltraViolet™ Library” to enter in your account credentials.:

Here is what is in the Ultraviolet section. I don't see a Link Ultraviolet Library item.

Clicking Learn More About Ultraviolet takes you to a Verizon page
(https://www.verizon.com/Ondemand/Members/MyLibrary/UltraViolet):

that says "Link UltraViolet & My Verizon"

but says prominantly in red:

"Sorry for the inconvenience but you must be the primary account holder and have FiOS TV service in order to link your UltraViolet™ Library to your Verizon FiOS account"

????

I AM the primary account holder and if I don't have FiOS TV service what in blazes are we paying over $130/mo for?
