Port Forwarding

Have setup port forwarding for a cisco camera. RTSP port is set to 1024. Port forward is set for both tcp and udp for port 1024. Cannot reach the device with the standard URL IP and port. Have turned on remote admin to test connectivity and that works fine. Have tried various security levels. Not sure where to go from here. Thanks
