There are several flavors of voice service with Verizon. If you have fios digitalvoice then you can sign in at
www.Verizon.com/fiosvoice
and change your privacy settings for inbound and outbound calls. If you don't then you will probably want to sign in at
www.myverizon.com
and review what blocking features you have ir can order.
