Can my account be changed from POP so Windows 8 Outlook can access my Verizon email? Need t convert to either IMAP OR EAS.
Using a web client the only way to use Verizon email is through POP. IMAP is not an option with Verizon email.

Lots of clients that support pop are available for free that work fine on Windows 8. Microsoft, itself, supports Live mail, and also a online service that will convert it so you can access it with the builtin Windows 8/8.1 client.
