Utility Line Through Storm Drain - Water Damage to my home

I recently learned that the storm drain backing up out of my neighbor's downspout and flooding into my crawl space was damaged by a utility line, which is punched straight through the pipe and has been causing flooding for myself and my neighbors for years (video below).

I believe this is a Verizon line. Please have someone reach out to me ASAP to discuss reimbursement for the repairs. Thank you.

Frontier Communications acquired all of Verizon's wireline assets in Oregon in 2010. Please reach out to Frontier for help with your issue, as they now provide the landline services previously provided by Verizon in your state.
