Downloads from Steam specifically are sporadic

I have Fios gigabit, a G3100 router, a realtek and an intel gig+ card (same issue on both), cat5e and cat6 cable.

When I try and download things via steam, it starts and stops over and over. it will Ramp up to max speed then drop to 0 over and over every few seconds, until the download is done. East coast US FYI

anyone have any thoughts?

This with and without IPv6 enabled, or tcpchecksum both ways.

TCP/UDP checksum should always be disabled on 1G/10G Intel NICs, unless you have the newly updated NICs released by Intel within the last 6 months.

Max speed then drop to 0 could mean something heat-related is throttling the speed. The CPU may overheat when in max speed, thermal throttle kicks in, and after cooling the CPU a bit, it went back to max speed.

I have TCP Checksum disabled for ipv6 - i have temp sensors i have check and they are fine. Also downloading the same exact game through the epic store results in a flawlessly fast uninterrupted download.
