DSL- Paying for 1.5-3.0 Plan, only getting 1.5-1.7 Download Speed in NY Metro Area

I do not know if this is typical for Verizon, but I just upgraded from the 768k download speed to the 1.5-3.0 DL Speed Plan and I constantly get 1.5-1.7 just above the minimum

Currenlty using: ActionTech GT704wg

Router consistently shows Download speed at 1792 (1.7MB)no matter what time of day

Speed check consistently shows 1.5 DL Speed

I have yet to call verizon, just want to do some homeowork first.

any suggestions?

Visit http://192.168.1.1/ and tell me the speed the modem is reporting. If you can visit the ActionTec's Status Pages (I have never seen the UI of an ActionTec modem, so I can't really help you get there) and find the DSL/Transceiver Statistics, post them up. There will be values such as Attenuation, SN Margin, Power levels, etc. Additionally, is the issue with the slow speeds occurring all the time or only during the evenings?
