Blasting loud local commercials

I am so sick of watching TV late at night at home with people sleeping then a local commercial comes on (the ones that verizon sells to local businesses) with such a loud volume that it makes me jump out of my seat. Has anyone else had this happen? It has happened to me at least 10x.

Tonight I was watching Monday Night Football on ESPN, and at 10:15 pm a commercial comes on for a local Nissan dealer BLASTING. I had to find the remote quick and shut off the TV. Can Verizon do something about this? They really need to check the levels of their commericals!

The FCC has already ruled on this problem...

"Q: Does the FCC currently regulate loud commercials?
A: The Commission adopted rules on December 13, 2011 that will require commercials to have the same average volume as the programs they accompany. The rules will become effective on December 13, 2012, 1 year after the date of their adoption. This gives broadcast television stations and pay TV providers until this date to be in full compliance."

Yes I am aware of the commerical legislation from the FCC. However, this ONLY happens when it is a local commercial injected in by verizon. As you may know, a portion of the advertising time on cable TV is available for cable companies to inject their local commercials in. I know all about the loud commericals from other advertisers, but these ones are the loudest things I have ever heard on TV. So loud that it startles me.

So since these are local commercials added by Verizon, it is their responsibility and I think it is a problem with their process. I can see the same local commercial sometime later and it is at a reasonable level. Just sometimes it comes out super loud.

Verizon is still in the 1 yr "grace period". Let's see what it is like AFTER the December 13 date.
