ESPN3 Channel is an online only streaming channel you access through the ESPN website, it is not a separate linear channel offered via FiOS. It requries you to logon using your Verizon credentials through the espn3 website. I do not believe ESPN3 costs anything extra as long as you have a valid Verizon FiOS account.
As for ESPN Pay Per View is just that Pay, so yes it does cost extra to watch PPV programming.
