Why do I have to pay extra for CBS All Access ?

Because that's what CBS wants.

They are trying to make as much money as they can.

They don't give it free to any cable subscribers.

I had the same question! But then i realised that you don't have to pay. You can try it for a while if you want and then you could just cancel your CBS All Access account if you don'y like it. There are plenty of ways to do it.
