Line 3 feet from house

My neighbor has a Fios line that is going through our backyard and is 3 feet from our upstairs sliding doors.

We are having work done on our house and need the line moved. I don't want to have to cut the line on accident.

Can you let me know who I can call I can't get through to anyone on the phone because I am not a Verizon customer.
