I have used my iPhone 11 pro max since 2 years with verizon and after that gave it to my cousin in India by factory reset it and whrn my cousin activated it showed error sim not supported

It was supposed to be unlocked with respect to verizon device unlocking policy

what is the issue and solution

please help asap
