Poor service in Boardman Ohio

Where can I complain about poor coverage in an area? We have 5 phones with Verizon (LTE and 5G) and experience the same lag/no services in many areas of our community (Boardman, OH). In particular around my kids schools. Usually we have no bars or even when we have bars there is no service and SMS and calls don't even work at times in these areas. I've tried support tickets with Verizon but they keep wanting to walk me through resetting phones and network settings even though I've told them I know it's not the phones.

Boardman is primarily zip code 44512. we notice poor service driving in many areas of Boardman, but it's most noticeable around the school (7777 Glenwood Ave, Boardman, OH 44512). when there we rarely have service in or outside of the building. many days we can't text our kids and they can't text us when we're sitting outside the school doors to pick them up.

we've seen the same behavior with iphone 8, x, 12, 13, SE using LTE and 5G. it's not one phone or another, or one technology or another.
