Activation Fee on a free phone

I just switched to Verizon and not only did I get a phone that was pre-owned certified that overheated so hot that I had to order another because of the heat being unbearable but now I’m confused… if the 35$ one time activation fee PLUS tax is paid upfront then a day later the activation fee is added to the first months bill.. what did I just pay for? And if it said “FREE ON US” why am I still being charged the 400+$ for the phone?

We want to make sure you get every single deal you qualify for and we want to make sure you understand your bill. At the time of purchase you usually pay the taxes on the device and if the $35.00 activation fee isn't charged then, it's charged on your first monthly bill. The $35.00 activation fee and the taxes for the device are separate charges. Our free devices are credited monthly, so as long as you qualified for the promotion, you'll see a credit to offset the charge. Does this help explain?
