Utility pole replacement unfinished ("double pole") for more than a year

Who should I contact about this, to get a quick response?

More than one year ago there was a storm and the wires were damaged. so the city came out and put in the new pole (the one on the right). They left the old pole in place (on the left) because Verizon and Comcast need to move their wiring from the old pole to the new pole (city can't do that for them), before the city can remove the old pole (thereby completing the pole replacement).

Meanwhile these big iron braces, with exposed bolts, protrude in odd angles at human level causing a hazard.

And the sidewalk is impassable by elderly folks without, them walking in to the street (I hope that completing the repair will include replacing the sidewalk that was hammered out in order to install the new pole).

This is the Jamaica Plain neighborhood of Boston, MA.

I have a similar situation down the block, that the high voltage wires are relocated to an adjacent new pole and the low-voltage telecom wiring remained on the old pole.

Since the city likely has easement agreements with ISPs, the city cannot compel ISP to act unless it is a necessity to maintain service to customers.

For situations like these, I recommend you to contact Verizon Legal by writing a letter. In the letter, please specify the pole location and request to relocate telecom wiring. For Comcast wiring, a similar conversation is required.
