No Cellular Data Options in Settings iPhone 13

Traveling in France with the Verizon International plan. Able to send and receive calls but no txt or data. When I go into settings and click on Cellular, I am completely missing the Cellular Data Options which is where I normally turn on Data Roaming. I only have Cellular Data and Set Up Personal Hotspot. How do I get back my Cellular Data Options in Settings so I can turn on Data Roaming?
