my bill pay was used to pay someone else's verizon bill

I noticed I had two payments to Verizon each month for the past 6 months. One of them was my phone number, I had set up on auto pay. The other was to another phone number for someone in my town that I don't know. His account number was the one my bill pay account. My bank says that Verizon made a mistake and casued this to happen.

is this possible. How can Verizon change the account number on my bill pay account?
