Message Not Sent Error

Every time I send a text with an attachment in Messages, I get a message not sent error. Sometimes, despite the error, it does send but not always. It does not matter if I am sending to another iPhone or an Android phone. This was never a problem in the past, and support was no help. Any suggestions would be much appreciated.

I am using messages, and it does not make any difference if I am using wifi or cellular.

It began with iOS16 on the iPhone 14 Pro and has continued with iOS17 and the iPhone 16 Pro.
